Very early recharge stations #45

I am getting recharge stations on planets as early as 2150. Not sure if we should consider this an issue.

According to Dropships and Jumpships, pg 12, the jumpsail was invented during the "early 23rd century" so we shouldn't have recharge stations before that at least.

2250 seems like a reasonable date

Hmm, according to Sarna via a reference from Interstellar ops, jump sails were in common use by 2335, so it should probably be somewhat later than that before we get recharge stations.

This is fixed by the reference commit. I set the earliest date to 2350.
