Reworking samples to add cpp native caller #148

@chschrae Please take a look at https://github.com/AaronRobinsonMSFT/DNNE/pull/149 for the minimal example. Let me know if there are additional details that would be helpful. This PR uses VS projects directly and is more maintenance than I would like to introduce. I appreciate this example though.
