Setup Redux #4

To start, just get the Authentication reducer setup with actions for logging in, signing up, and logging out.

If using Metamask, what would this look like? Perhaps 2 ways of logging in would be cool. One traditional way another web3 ?

Deck has been added to the Redux Store and defaultState.
