Automatic notification of reviewers. #119

Hi,
Actually it is not a bug but a feature request. It is clear that we have to 
send an e-mail to reviewers to notify them about review request. This request 
will be in standard form, so it would be nice to be able to send notification 
email automatically to predefined user addresses. This feature will eliminate 
one more manual step and is important for automation of peer code review 
process.
