sustained fire INL problem #1326

Report: Had improved Neutron lasers on two white stars and two Shanteens all fully charged with double power for sustained firing. They are now all set for recharge after a single turn of firing.

checked sustained mode - works correctly. Perhaps player tried to sustain in non-primary mode?
