OSAT and Starbase layout change #1628

OSAT: move weapons to front, that will be easier for player (fit hit chart to the change). Starbase: make use of new Tag system for Structures (better damage spread). EDIT: actually for all systems!

I've been adding Yolu OSATs and noted this action, so they'll all arrive with this change made already (all 14 of them!)

Centauri bases (Kraken and Marcanos) - I have converted them first to use as templates.

Needed changes:

adding TAGs to outer hit charts, essentially to all entries besides PRIMARY (remember to tag Structures as Outer Structure! )
- adding arcs for all outer systems that didn't have it (...which means most non-weapons... typically Sub-Reactors, Hangars and Cargo Bays; also, obviously Structures, which need actual Outer Structure tag too)
