SOEW server side issue #1649

in my recent game SOEW was missed by server end (front end noticed it all right) to be correted!

most probable explanation is that firing ship and target are switched, and Jammer of firing ship prevents appropriate SOEW from functioning (firing ship was Minbari in the case), but code scanning did not show trouble

found reason: due to a typo 1-point locks were disregarded. Fixed, awaiting deployment.
