Proximity Laser and Chaff Missile #1666

Need to test, but I suspect that the Chaff missile would affect the hit chances of a Proximity Laser (incorrectly, as the shot doesn't come from there). Might need to add a exemption based on $hasSpecialLaunchHexCalculation marker?

Initial feeling is no, as Prox Laser is marked as Ballistic, so check for 'normal' fireOrders should ignore it. Will test later.
