Flag Bridge

Flag Bridge replacing specialized Ini bonuses - a separate system for fleet-wide (or nearby-wide) bonuses would be way tidier than current system that depends on code specifically checking for presence of particular ships.

Fighters may receive similar system (to account for Fanged Serpent).

Basically I see:

• range (no "unlimited" any more, 60 hexes should be good enough)
• works on fighters?
• works on ships?
• works on allies?
• works only within same base hull? (for Fanged Serpent)

That would take care of about everything, including Dilgar pentacan bonus (just make it not work on fighters and have very limited range).

Dilgar flight leader bonus is t be checked and perhaps corrected as well - but within Dilgar flights, not as separate systems (I think). Comment the bonus in flights' notes!

What Dilgar use is already very close (if simpler) to the idea above. Perhaps just extend it?... Would be nice to automate description, too.

ALSO: make unit own Ini NOT count the bonus, but affect self as well. This way multiple command ships would give appropriate effect (current is that command ships themselves get double effect)
