Bugs in SOEW:

doesn't take into account the fact of ElInt ship being jammed
(server side) requires firing ship to be within 30 hexes of the target (checok with the rules - either this or front end lack of it is incorrect)
jammer vs jammer interaction incorrect

jammer vs jammer moving to another issue (as jammer will be redone anyway), remaining cases are corrected.
