You could perhaps draw a clearer line between Patient and Staff Management Commands. Maybe keep 4.3 just for patients, 4.4 just for staff, and 4.5 for the scheduler command.
I understand that the information for patient & staff might then be redundant but perhaps find a way to differentiate between these commands.

As the commands for patient and staff management function exactly the same, we decided that providing the same information twice will be redundant and may result in users falsely assuming that there is a difference in the functionality of the 2 sets of functions.

As a user, I get confused between the patient and medical staff commands, even though they are the same. Perhaps give examples for both the patient side and staff side?
