Sapplings doesn't grow with canary #178

Example: canary-mc1.18.2-0.1.4.jar

Expected Behavior

When we use bone meal or and we wait, sapplings doesn't grow, I would like to fix it

Actual Behavior

When we use bone meal or and we wait, sapplings doesn't grow I waited 2 days and used 2 stacks of bone meal and it didn't grow

Reproduction Steps

Place a vanilla sappling and use bone meal
