Error messages returned in format of API request

Name of API affected:
Analytics Data Export API

Request summary:
Currently error messages are returned in plain text, which in the case of JSON, 
can cause AJAX calls to fail silently. Change response to wrap in XML or 
JSONify. 

Use Cases:
Used for client side requests to GA API where query string parameters cannot be 
checked for validity.
