Special characters contained within URLs #288

Issue summary:
On April 22nd I noticed a change related to special characters, in this case 
the apostrophe ( ' ), in how they are displayed within URLs that are being 
passed through the Google Analytics API.

Here's the link to my Spreadsheet that triggers a early morning Google 
Analytics API query.  Look at the "Report1" sheet.

There is a clear difference between retrieved data on April 21 and April 22nd.  
There has been no change to the query on my side.

Attached are two screenshots that highlight the issue as well.  One screenshot 
from April 21, 2013 and one screenshot from April 22, 2013.

Please advise on how best to handle special characters contained in URLs when 
using the Google Analytics API.
