Request summary:
At the moment the Distribution pane of the User Timings view in the management
UI allows us to see a histogram of timings across all samples.
It would be much more helpful to be able to break this bucket information down
on a per-dimension basis, or at least to be able to extract this information
via the Core Reporting API.
Related to issue 205.
Use Cases:
Usually I am not interested so much in the average timing, but rather in the
high tail, i.e. I want to know what percentage of users see delays over 2
seconds, etc.
