Auto open 'Serial Monitor' #725

What change would like to see?
Automatically open a 'Serial Monitor' after an Upload is complete.

Why?
The IDE needs to close the 'Serial Monitor' in order to upload a new sketch.  
However, if the sketch is using 'Serial' the monitor must be open.  I would 
like a flag in the project or somewhere that simply says "If the upload was 
successful, open the Serial Monitor."

Would this cause any incompatibilities with previous versions?  
I don't think so.

If so, how can these be mitigated?
