Can you take screenshots to the following registry keys and post them here? HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Bags\1\Desktop HKEY_CURRENT_USER\Software\WinPaletter\Metrics

I enclose exports of required registry keys, but HKEY_CURRENT_USER\Software\WinPaletter\Metrics doesn't exist. reg.zip

Registry value Shell Icon Size inside HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics is not set. Edit it to 32 and everything will work as it should.
