Add Level Editor with Replaceable Tiles on a 16x16 Grid

Description

This PR adds functionality for a 16x16 hex map with hexagonal tiles. The following features are implemented:

• Ability to place 3 different tiles.
• Function to fill a 16x16 grid with tiles.
• Starting the game with a pre-filled 16x16 grid.

Features

• Tile Placement: Users can place individual hexagonal tiles on the map.
• Tile Selection: Users can pick which tile they want to add on the map.
• Game Initialization: The game can start with a pre-filled 16x16 hexagonal grid.

• [x] Usable 16x16 map with hexagonal tiles
