Need the new banner #6

Don't want a banner with 50px of whitespace down both sides

Requirements: width: 1060 pixels height: no more than 200 pixels other legal-based requirements (logo and such) will be put here as they are discovered

have brought the banner into master stream to allow evaluation on beta release. note that issue #44 will likely overwrite this change.
