Implemented snowing effect on main page #93

Festiveness for the winter. Lightweight for low CPU usage. Temporary for the winter season. Religiously neutral and white so as to comply with colour identity standards.

Recommend implementing a line to disable/enable snowfall based on current date Also, including a type and language is unnecessary in html 5

When do we want it running? From, say, December 1st to January 31st?

That sounds good. Where are you getting "Lightweight for low CPU usage." from?

Compared to variants that use images, this is significantly less processor intensive

I can't find the exact site, but I also scaled down the defaults in the configurations meant to lighten up on the cpu, and it's automatically configured to direct processes to a gpu if applicable.

And I can't figure out how to set it up only to activate by date and have too much to do to spend the time to figure it out. Do you want to take a crack at it?
