Position of arrows #462

When I scroll through the page, there's an 'up arrow' button, which helps me go up. But users not only want to go up, they want to go down also. I want to develop 2 types of arrows in it, which help me navigate either way. When I'll reach the topmost position, the 'up arrow' button should disappear, and when I'll go to down most portion the 'down arrow' button should disappear. Amidst this, both of the buttons should be available so that the site will become users can choose, whether they want to go up or down.

Mostly everyone knows that contact details will be mentioned in the footer part. So if the user wants any information other than those mentioned on the website, he/she will try to contact them. So this option will help them. This is one of the incidents, as a user I thought. Because I felt it personally on so many websites.
