#2121 Implement retries quadratic+randomised backoff mechanism

• Added retryBackoffStrategy parameter to CrossHostApiCaller constructor
• Used retryBackoffStrategy as a step in retrying a call
• Implemented quadratic retryBackoffStrategy with randomised addition of 0-1s to delay
