Update ipm docs - pyserial doesn't require pywin32 #69

Report from Markus via maillist:

"InteractivePyMite.txt" and "ipm.py" say that pySerial on Windows
requires pywin32.  This is no longer true.  pySerial on Windows now
uses ctypes (which ships with Python 2.5) instead of pywin32.

Only docs (and doc string within src/tools/ipm.py) have changed.  Make html 
passes.
