Job Doctor

It would be really nice we can have a "Job Doctor", which can tell you why the Job (layer, or, frame) doesn't start.

• The allocation doesn't have enough capacity
• The facility doesn't have enough capacity
• The job exceeds the max CPU cores, or the max GPU units
• dependency

It is totally ok that is not accurate. It is still usefull what do we dig into.

I've often wanted the same thing.

Ideally we would write this as a sort of framework, so that it's easy-ish to extend it later to cover other cases we may not initially think of.
