Layer properties editing in Cue gui always removes limits parameters upon save. #1565

Describe the bug When I right click on a render layer's properties and adjust any parameters then hit save the layer's limits are removed and cannot be restored

To Reproduce Steps to reproduce the behavior:

  1. In Cuetopia
  2. Right click on render layer of a job and select 'properties'
  3. Adjust parameter, in my case setting a 'custom' tag with no changes to limits that appear to be checked as submitted with them
  4. Save layer property changes
  5. See the limit parameter on your layer disappear

Expected behavior Parameters not to fall off upon save
