Add OpenCue repo topics and update description #358

To improve discoverability of the OpenCue repo, we could add some topics. See for example the list of topics for Agones, such as game-development and multiplayer. For OpenCue, topics such as the following might be useful:

Also the description could provide a bit more detail, something along the lines of:

I've added an initial batch of tags and updated the description. @gregdenton added the website link already.
