Create RPM and Debian packages for Cuebot, RQD and other components #607

Describe the enhancement To simplify installation on the various LInux distros we should publish RPM and Debian packages for Cuebot and RQD at a minimum.

Additional context We should also include Windows MSIs/EXEs.

608 is merged and the new Cuebot RPM is being published in DevOps.

We'll need to amend the release pipeline to include any new artifacts in the "push to Github" stage. I'm happy to do that, just let me know.
