Bump version and set document date to public release #63

This PR was under the assumption that the spec would be published. Since we are not publishing it yet, I am marking it as draft. I will revive it and correct the date when we decide a publication date.

@virtualzavie This looks good to me, though we should update the reference implementation in tandem with the specification, so that readers understand that they're linked to a common version number.
