Add repolinter as a GitHub Action #13

This is a Github Action to run repolinter from TODO Group once a week on Sunday at 00:00 GMT using the default options.

@jfpanisset Will do - need to also tweak the job a bit.

@jfpanisset Added docs now, and switched it to running once a week or on demand.
