1.3.0.0 Release

It's been about a year since the last release and there are a bunch of improvements on HEAD. It'd be nice to have a 1.3.0.0 release on Hackage.

I'd be happy to help unbreak things in Nixpkgs and Stackage as well.

@tmcdonell any outstanding issues you'd view as blocking a 1.3.0.0 release?

Yes, I agree. I should be able to do this after my current deadline (so maybe early October).
