Pencil Icon to edit Contact not consistently appearing #43

We have gotten reports that the pencil icon is not consistently appearing in Web Texting (see Ticket #422187 for a video of this issue).

Update: This is just a missing feature where there is no contact edit icon next to phone numbers.

Looking to add this feature, and also set all contact edit buttons to open the contacts page in a new tab, so we don't force users to reload the Web Texting page.
