The loaders function in datasets/ may lead to an ambiguous interpretation.
Description
docstrings of each load_* API should describe the behaviour of the function (e.g. load dataset from disk, if not present download from the web - no need to specify the S3 URL, that is an implementation detail).
Remove the data_home argument from the APIs signatures, as it may lead to ambigous interpretation of the API.
