Added IAM role template to enable Flow Logs #2

Changes made :

  1. Layer 1- VPC template- Added flow logs to VPC
  2. Layer 1- IAM role template- Added new template to create role to publish logs to CloudWatch Logs.
  3. ReadMe files updated with instructions - Both General and Layer 1 file.
