[BUG] Infinite time spinner if no records to show

Current Behavior

If table has no records to show, the spinner will stay forever saying "loading".

Added 2 images so we can see time difference of 30 min and still loading:

At 13:30:

At 14:00:

Expected Behavior

Show empty table.

I tried to reload the page and it still doesn't let me refresh because it is loading:

Added the PRIORITY label on this bug because it prevent us to use the BU

Its the target1 User story
