Add Program Object? #33

In CEDS projects are actually Organizations. Organization can reference a parent Organization to form hierarchical relationships. So, Programs are usually leaf Organizations. However in SIF top level Organizations are SEAs, LEAs, and School (Info objects). We already have StudentProgramAssociations for tracking participation in these programs.

Leaning towards doing the same thing CEDS does. Both specific and generic as prudent.
