You should ask whether to create an image or an icon when drag&dropping an image. Best would be to have two tabs, where the first tab is "image" (active by default) and the 2nd one is "icon".

Adding tabs isn't possible, dialog boxes for illustrations and icons aren't the same. So the only way would be to open a menu like a context menu asking icon or illustration, and then open the corresponding dialog box.
