Prevent Reverse Tabnabbing Attacks #353

We should add the rel="noopener noreferrer" attribute to links that open in a new window/tab.

So we can get rid of those Trust and Safety: Links to cross-origin destinations are unsafe Lighthouse errors.

I added the build system label as my guess is this has to or is best handled in the build tasks
