Debug toolbar not visible inside order detail page

Inside the order detail page, the debug toolbar is not working, making it hard to debug errors related to orders.

The following is shown in the DOM:

And there's an error in the console saying that the data-url shown returns a 404.

Seems to be due to errors with the section setup/propagation of entries. When I fixed that, the debug bar was back. 🤷‍♂️
