[REV564]problem about LootGroupRules #489

What steps will reproduce the problem?
1. LootGroupRules work but not effect!
2. SM_GROUP_INFO packet format maybe not right.i try to do fix like aionxmu . 

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

above function not set item creator!
