Adding an Command Line Application. Same as example.py just more useful as we can now change params on the command line
Will likely be the main target app on Windows - at least initally

NB: Also added NSIS - Installer and updated readme.. We may not need this just yet - but the hardwork is done..

Updated the README and added a licence (NB: GPL v3. That ok?)
Added a logo
Added a NSIS build script. Works depending on location of the exe that it works on

Do we want to structure it like this?
We don't have to have the NSIS build. But its there if you do

@gavinhenderson - we can modify the workflow pyinstaller line with the logo in the repo with --icon=build_scripts/logo.ico even if we dont go with the NSIS workflow
