we could (either):

not allow going below 0 €€€ (it implies conditional choices: not being able to pay in a story)
trigger dedicated stories
- your bank is blackmailing you to promote them, or you have to pay AGIOS
- scammers offer you loan
- you have to ask your boss to give you more funding
