Add Kadane's Algorithm implementation #5

Hello @Acousticakku

This commit adds the implementation of Kadane's algorithm to find the maximum subarray sum in an array.

As described in the issue #1 here is a valid DSA question with the answer.

Hello @Acousticakku @akarshansonkar This morning it was in waiting state till 10 AM after that now it is showing as excluded... I don't know why... will you please help me with that??? Is there any way to get waiting state back??
