Provide a DBIx::Class schema set of the ACT DB #2

Can we just deploy the DB and then have the DBIx::Class tools suck them in?

It seems to me the right way to do, the current database should just remain. Next to it the DBIx::Class schema would be written and then new extensions and patches in the old codebase should start using the Schema
