Component AccessRules: Setting "NoFixConfig" isn't respected by Test-DMAccessRule #81

Property "NoFixConfig" got lost while GUID and identity translation on creating "DomainManagement.AccessRule.Converted" object + internal function "Compare-AccessRules" produce a "create"-result when NoFixConfig is specified
