Extract BankID auth flow logic #358

Major refactoring to make it possible to implement sign support in a maintainable way.

Mentionable changes:

a new BankId.Core project which contains all the logic for the BankId flow logic and moved all the non-aspnet services into this project.
a new service (BankIdFlowService) that handles the logic for BankId flows (initialize auth, collect, etc)
rename of NuGet packages to match their content (AspNetCore part removed from packages that are not tied to aspnet)
(hopefull) all readmes updated to reflect the changes
