Let parents add extended care or optional additional fees after the registration is complete

Right now, parents can add these things after they have checked out. To help more of these fees to be collected through AH and make it easier for both parents and providers, we can consider giving parents access to adding on these things.

Could also be useful for parents to add additional days.
