Most providers don't notice the Make Primary link on photos or don't use it. So the featured photo is not always a good one, like this (not an exciting photo for their activity name)
Might need to try a different UI, like put a checkbox to select the photo as "Make this my featured photo" when provider is uploading the photo. Or show the primary photo first in the Activity photos page with a label saying it's the featured photo.
