remove todo
support localstack, take 1
fix logic
remove localstack experiment
upgrade AWS provider
remove terraform stuff
re-add actions

hmmm we don't actually want these actions to run on the skeleton repository, I'm going to have to add some rule to turn them from templates into actual rules. Maybe name the directory .github_templates?
