Add SPURFOWL. #2

This PR adds SPURFOWL, a proposal for browser-side reporting APIs.

Here's a snippet

 ## SPURFOWL summary

 Here is what SPURFOWL proposes:

   * A "trail store" that stores events happening inside the browser.

   * Private, sandboxed JavaScript functions that compute reports.

 These components would be operated through a new Web API.
