Report the GNATCOLL.SQL.Exec.Boolean_Value bug #75

GNATCOLL.SQL.Exec.Boolean_Value does not work correctly with SQLite. For now we have a work-around in the form of package Storage.Fixes, but we really should get GNATCOLL fixed.

Is there a change that any of us will actually report this, or should we just close it and let bygones be bygones?
